Minor changes for SCORM and AICC

Hello there, is it possible to extend the scope of minor changes to SCORM/AICC so that packages don't have to be retired and re-uploaded when the edits made to the file weren't really that major at all? eg changes to product pricing or processes. When changes are a regular occurrence, it is cumbersome to have to retire and 'old' file and upload a new file. This also impacts version control as well.

    Thanks Monica - I will reach out to @Michael Murphy - I think the challenge is the other way around. The customer isn't clear on what is major and what is minor for each time they make changes.
