Assignments Staggered by Completion Date

I have multiple clients who would beneift from a multi-tiered assignment which you could stagger by completion date. This would greatly benefit their new starter programs, an example would be if I completed an assignment in the second week of January it would trigger a release of a subsequent assignment in the second week of Febuary and if someone else started it in the third week it would be the third of the next month.

The clients have new starters multiple times per month but want to handle this via a single assignment to save space and remove complexity but retain control so the user will not rush forward through their training.
