Learners evaluating content - what should I encourage them to do?

Right now there are two different ways for users to rate content:

• 5-star ratings: easy to do, and likely will get more responses. But as an admin I can’t see how my staff respond; I can just see the overall rating for all Skillsoft learners.
• “Give feedback”: This longer survey option is still there. I haven’t seen a good track record of usage. But those are the results I can actually see for my organization.

I have a program where I’d like to alter the content based on participant feedback. Should I ask them to only use the “give feedback” button, realizing most won’t use it? Or use the 5-star rating, in the hope that adding Admin access to organizational results gets on the Percipio roadmap? Or something else I’m not thinking of? I would appreciate ideas.

Update in case anyone is wondering something similar: I've since discovered that your organization's ratings are shown in the report “All Content Listing.”
