Learner External Learning Additions

Ability to allow learners to upload documentation related to the external learning they are tracking within Percipio. For example, we are building a sales certification that includes a manager observation. Would be helpful for the learner to be able to upload that observation documentation to the external learning item without it having to be housed somewhere else.
