Inconsistent Email Address Requirement When Uploading

Hi!
The email addresses field is mandatory when adding an individual user manually.

The email address field is not mandatory when doing a bulk upload.

Could it be considered that the email address is not a mandatory field when adding a unique user?

It's actually not mandatory when you create a user, however it shows as mandatory IF you have "send welcome email" checked. If you just uncheck it, you will see the "*" disappear.
