Repeat the 'Cancel' and 'Update' buttons to the top of admin pages for faster/easier access

Presently 'Cancel' and 'Update' buttons are only at the bottom of admin pages, by mirroring them at the top, it reduces scrolling and time needed when performing bulk actions that cannot be done using the user bulk upload CSV.
