Allow Learning Admins to edit audiences they own and allow us to download user list of an audience
We have too many Site Admins only because Learning Admins need to manage their audiences frequently and don't want to wait for others to do it for them. We want our Learning Admins to have the same permissions in terms of content management and reports but we don't want them seeing the all users' data.
We also want the option to download the list of users in the audience. Workarounds proposed like using user summary report and using the audience as a filter is inaccurate.

Right, so you don't want these admins to be Site Admins because they should not see all users data. You are correct that these admins should be Learning Admins with a full set of user and content permissions so they can do everything. We have recently added sub-audience management which lets the Learning Admin with the designation of Audience Administrator to add/remove people from their audiences. But they also still "scoped" to only a set of users given them in their main audience by the Site Administrator. I am wondering if a consult with your CSM/Product Manager would be helpful to make sure you are taking full advantage of the current capabilities of the system?
We do not have a user download from the audience list admin UX yet however this is on our roadmap.1 -

It would be great to be able to download an audience user list to CSV directly from the audience.

Thank you, @Monica Kraft! I hope we get the option to change existing audiences and turn them into a child audience of an existing audience. It seems like we need to recreate all audiences if we want them to be a child audience of All Users.
