Modify audience for Content Retirement Notification

We need the ability to modify the audience for who receives content retirment notifications.
We are trying to advertise courses and encourage engagement with the content. There are several courses that we've included in our flyer that have retirement pop-ups noting that the content will be retired around 10 months from now.
I have asked to disable this retirement notice for non-administrators but were told that we cannot. This is problematic. We want our learners to be able to engage with the course without being told that it will soon be obsolete- and find that if THIS is their first interaction with the platform that it will discourage them from returning.
If we could maintain these notices to appear for Administrators only, that would be ideal. End users/Learners have no ability to replace the content anyway so I don't see the value in them even seeing the notice.
