Add approval workflow for External Learning

After a learner adds trainings completed outside of Percipio on the External Learning page, there should be an approval step before these trainings appear on their Activity page. The approval step would allow their manager (or other designated approver) to verify the training before it becomes part of the learner's permanent training record.
