Add an assessment or Skill Benchmark builder for admins

The one differentiator that would allow Percipio to be able to replace our current outdated LMS solution would be the ability to build custom assessments within Percipio, particularly if they could be adaptive to be able to turn off or on particular pieces of content based on questions answered by the user.
